How do I update the tax on an order, even if it has already been written?

To have the system check and recalculate the sales tax on open sales orders each time you access a sales order in Sales Order Entry, check the box at the Validate Tax Rate field in Sales Tax Settings. You must do this for each jurisdiction that requires you to charge the current tax rate at the time of delivery.
